Louisiana Automated Victim Notification System, or LAVNS, is the state VINE service delivered through VINELink. The Louisiana DPS&C inmate-information page directs people to it for location searches. DPS&C says LAVNS includes incarcerated people and people under probation or parole supervision. That makes the service useful after a Richland Parish release, when someone may have left a jail yet remains subject to state supervision.
Coverage depends on information supplied by participating Louisiana agencies. A Richland Parish detention record or a state correctional record may be found through LAVNS, but the service is not a certified history of every booking and discharge. It also does not replace the BOP locator for federal prison, the ICE locator for immigration custody, or the Fifth Judicial District docket for the legal basis of a release. Most important, do not claim that a public VINELink result displays a projected release date. Louisiana expressly provides that field, when applicable, through its separate phone locator.

A record assigned to a Probation and Parole District is strong evidence of community supervision. It does not mean the sentence has ended. For the actual Richland Parish exit time and release disposition, request the sheriff booking and release event. Separate Richland Release Registration
DPS&C Victim Outreach registration is a separate Louisiana channel. Its form gathers the registrant’s contact details plus offender and case facts such as the name, DPS&C number, date of birth, offense, parish, docket, sentence, and sentencing date. Depending on eligibility and the program, notices may concern projected dates, pardon or parole hearings, escape and apprehension, transitional work, or release.
Submitting that state registration does not automatically enroll a person in VINELink, and a VINELink alert does not prove enrollment in Victim Outreach. Treat them as two processes. The DPS&C victim-registration page shows the distinct state path:

Richland Release App Changed
Richland Parish once had a local sheriff-app alert layer apart from LAVNS. The historical Kick-App listing expressly advertised current-inmate access and booked or released alerts by name or date of birth. That listing describes an older app generation. It is not a current release-notification instruction.
The sheriff now links to a replacement OCV app. Its public description promotes general news, alerts, road conditions, tips, and public-safety tools, but does not document an inmate roster or person-specific release alert. Statewide VINELink is thus the stable published Richland Parish notification route unless a direct check of the current app later confirms that the old feature has returned.

Confirm Richland Parish Release Alerts
LAVNS is useful, but it is not immediate. DPS&C describes a 24-hour update cycle. An agency event can occur before the change reaches VINELink, and an alert can arrive after the physical move.
